Once you are at the screen that is asking for a microsoft account press shift F10. you will be presented with a command line window. type ipconfig /release then hit enter. close the Command window. Press the back button at the top left of the window then thats it, you have successfully bypassed the microsoft account sign in screen because the computer is no longer connected to the internet and thats a requirement for creating the account and if the internet connection is not present it cannot create the account hence you will be able to create a local account.
